Accelerating the Expansion of Drone Operations in Japan and Across APAC

17th April 2026: EAMS has announcing the signing of a Memorandum of Understanding (MoU) with Skyports Drone Services (“Skyports”), one of the world’s leading large-scale drone operators, to form a strategic partnership to jointly develop and expand drone airline operations. Through this partnership, both companies will come together to accelerate the social implementation and market creation of drone airline operations in Japan and across the APAC region, including East and Southeast Asia.

Overview of the Partnership

The two companies will jointly promote the following initiatives:

  • The market development and rollout of drone airline operations
  • Rulemaking and regulatory compliance in coordination with local authorities
  • The establishment of a safe and sustainable operational framework
  • Early realization of commercial operations and business expansion

By combining EAMS’ expertise in aircraft development and type certification with Skyports’ expertise in global drone operations and safety management, EAMS aims to build next-generation logistics infrastructure that balances practicality and safety.

Background

In the Japanese market, regional challenges such as a shrinking workforce, depopulation in rural areas, and aging infrastructure are intensifying, while logistics burdens are also rising due to expanding e-commerce demand. Expectations for drones as a means of addressing these issues continues to grow year by year. At the same time, for logistics and wide-area inspection use cases, challenges remain in relation to flight methodology, airspace risks, the assurance of safety, and regulatory compliance. Full-scale social implementation has yet to be achieved.

However, in global markets, drone transportation services such as pharmaceutical delivery, postal delivery, offshore transport, and food delivery are steadily expanding, and similar social implementation is now being sought in Japan.

EAMS Robotics

Since the revision of Japan’s Civil Aeronautics Act in 2022, EAMS has advanced the following initiatives:

  • Obtained second-class type certification for the E6150TC model
  • Conducted first-class type certification activities for the E600-100 model
  • Achieved Category II flights (Level 3.5)
  • Obtained Category III approvals on an area-by-area basis
  • Advanced rulemaking with the Ministry of Land, Infrastructure, Transport and Tourism and related organizations

EAMS has a leading track record in Japan in both regulatory compliance and aircraft development.

Skyports Drone Services

Skyports is a drone airline with BVLOS operational experience in more than 16 countries worldwide.

  • More than 14,000 BVLOS (beyond visual line of sight) flights completed
  • Broad commercial operations including medical, postal, maritime, and infrastructure inspection services
  • Advanced operational approval framework supported by an EASA LUC (Light UAS Operator Certificate)
  • Experience in transporting dangerous goods (toxic substances), cross-border operations, and offshore operations

Skyports integrates hardware, software, regulatory compliance, and operational capabilities to provide a seamless end-to-end drone service.

This partnership will enable the early social implementation of drone airline services in the Japanese market while accelerating market creation and business expansion across the APAC region. It will also contribute to the establishment of internationally aligned safety standards and operational models, as well as the promotion of rulemaking through public-private collaboration.

Under a shared vision of sustainable drone operations built on safety, both companies will strengthen their collaboration to realize this goal.

Through this collaboration, EAMS Robotics will continue developing higher-performance, more practical aircraft and work to create aircraft that meet the needs of not only the Japanese market but also the global market.
